-- So I was trying to make it look like the "Robot dude" was saying Welcome to Rapture. Rapture being the city behind.
-- I tried to blend with a few splatter and such,(learning from my errors in my ForceUnleashed sig)

A very big improvement.
Your best by far.

The effects are nice, as well as the colors.
And I like how you went and manually brought out the lights in the bg, makes it bolder.

Try to work more on lighting by adding light where light should be. Get a soft brush on Soft Light or anything that looks good.(I prefer screen) And add a blue light the the sides of the focal where the city's lights should be hitting. Make sure not to go overboard, seeing as it's all behind it. This will also increase the blending of the focal.

I'm unsure what to look at because of the depth. You blurred the object to the left more than the building in the center, so i found my self looking at the center right off the bat. I couldn't really make out what I was supposed to be looking at until I saw the little sister and then I saw the whatever those things are called :P

It also looks like a WIP due to the empty left side. I would suggest adding more effects and tie the whole piece together.

I blurred the left side because I want the viewer to focus on the city and the characters. But I do understand its confusing,I'll work on that.

I wish I could "master" the "Art of Fonts". I have a bunch of sick fonts from dafont.com but I can't seem to blend them in well enough. They always look like "last second add". :(

People pointing out the background lighting and all that... now looking at the sig gives me a headache =( But it's definitely an improvement over your last work. I just don't know bioshock enough to know what I'm looking at.
