I use a vacuum machine to clean my laptop, is it a correct to do it this way? D=

My computer isn't a laptop, but I use compressed gas duster ("Dust-Off") to clean it. Maybe it can clean laptops, too.

Just be sure to turn it off and unplug it before.

Yes, u can clean your TV with it too.

Wouldn't recomend it. Can cause static build up but unlikly you will fry it if you are careful. I use a leafblower at work for desktops. Though we don't really care if they fry or not lol. However i use dust off for laptops.

All it's doing spraying air. Just like an air compresser would do.

I think I have seen packs of 3-4 for $10 in some places.

That's how you get the good stuff. Also try the Dell outlet store. They themselves sell Refurbished stuff. Don't know how cheap you can get it but yea a non Ebay option.
