I strongly have to dissagree with that statement.
It is the opportunity that makes the situation real. What people do when they loose their control, can be far beyond what they ever thought they were capable of. It might lead to the decrease of some crimes, but other crimes would in return escalate. I rather read about robbery then manslaughter in the news.
If everyone had a gun, there would be no opportunity. Only a death wish.
No sane person would attempt to rob someone knowing there's a big chance that either the victim or a bystander had a handgun in their holster.
