To answer your question, he didn't shoot her before playing, because he didn't know how to use a gun to kill someone, until he played the game. Which once empowered by this knowledge, it'd be a crime not to use his new found skills.

21+ for alcohol makes no sense, considering other age restrictions in the U.S.
