Whenever I use a browser (IE, chrome), my other running applications are blocked, even explorer.exe. By block I mean you can't click, interact with it as if it has a status "Not Responding".
But if I close my browser, applications can continue to run. As if my browser steal all the CPU?
Any help how to fix it?

what kind of scan? It seems like there's a bug with the process explorer. But I don't want to reinstall the whole Windows just for it

Try to end the explorer.exe in the Task Manager.
Then rerun explorer.exe (Start + r then enter explorer.exe)
Also telling us what apps take more cpu would be good. (anything with above 50% or at a decent amount to piss you off)
