Probably a case of neglect. Sometimes I wonder why I work in a field that takes care of people. Then again, it makes me care less when my patients die.

That is so sad, poor dog. How can anyone neglect a dog, and just let it get like that :(

Edit: I am surprised he/she isn't underweight

Whats the story behind it? Yes it's sad but for all you know the owners died and he got out before people could collect him or maybe he just ran away on his own. You can't really accuse anyone of neglect before you know the story behind it, if there is one at all.

(I'm not saying it wasn't neglect, but you can't say for sure so far)

It is neglect, if the dog was living on the streets, someone would of rescued it. If the owners died, then someone would of rescued it. You cannot say to me, that is someone died, that wouldn't of emptied the house, found the dog and rescued it.

Either way, it is still neglect. And the fact that it actually looks well fed as well. Most dogs, that are in that state, have trouble eating because their fur is so matted that cannot eat.

Edit: Can I also add, a dog needs to be left like that for months to become that matted.

I understand your point but not everyone is as connected to animals are you are. I'd even go so far as to say that the chances of that dog being rescued would (in some areas) not be much higher than the chance of it being mistreated by kids or animal haters.
On the "you can't tell me they would not have emptied the house" - XMoshe actually said "and he (the dog) got out before people could collect him (or empty the house), people aren't instantly notified of other people's deaths, after all.

I do agree that it's pretty probable that it's simply been neglected, but hey, how can you be sure without further information ?

Meh.. Just look at this dog! That dog doesn't look scared at all. And the dog seems be in a good health.
That says a hell of a lot. Really!
