Hey, i need help with resizing pics

How can i resize every image to 16x16? What program do i need to use if any.

Yes, but I think it loses some quality with paint. I resize with photoshop.

With photoshop you can just type in the desired size.

Paint.NET and GIMP are both free and easy to use. Maybe overkill for such a small job, but they're better than MSPaint and cheaper than Photoshop.
