Cats don't always lands on their feet.
If they fall from a too low height, they won't have the time to flip themselves.
The jelly fact is based on the fact that the jelly sides is more affected by gravity thanks to it's bigger weight.
But a cat has enough strength to overcome the gravity difference between the jelly side and the non jelly side.
Conclusion
If the cat falls too low, it lands on its side/back
If the cats fall high enough, it'll land on his feet, but he'll be sticky.

Gravity, parachute, something else.
A cat can still overcome it.
