I'm not sure if it has been asked before, but do you get less exp for quests when you've got a red bar?

Yes, if you hand a quest in when on red bar, the exp from the quest gets cut by 50%.

Anyway i thought that you can't even handle quests with a red bar, did it get changed o.O

While in red bar you can still work towards a quest, like if you need to kill 200 Megalopas and your on red bar, you can still kill the 200 megalopas to complete the quest.

However, as mentioned above, if you turn it in you will only get half the reward, so I would complete the quest while in red bar, but turn it in the next day.
