Where are these people?

When can i expand my backpack?

And how?

Level 5 in Jangan. Most useful 10 spaces.
Level 30 in DW. Only 2 spaces.
Level 60 in Hotan. Only 2 spaces.

In all cases its the grocer you must get the quest from.
