Parry is already implemented.
In other games, parry ususally means something like "block" but with a weapon, in Silkroad, Parry adds defence by preventing the opponent to deal his maximum damage (hits are a bit random, for example a weapon can have 1000-1500 mag attack, parry ratio prevents it from going all the way to 1500)

Ice is good for archers since the 4-arrow-combo skill usually frostbites the mob/enemy and has a good chance of freezing them.
This is nice for fighting giants etc, but in high levels, alot of people go for getting immune from ice, then, you ice will be useless in PvP. But if PvP is'nt your thing, gogo

Well i wouldnt suggest going for pure INT with a bow.
Archers have hardly no defence, and adding pure INT to that would mean anyone could just run up and kill you on the spot :s
You can't change the STR/INT stats, so the day you gotten enough training and you're ready for PvP you will most likely have to delevel Pacheon and make a nuker, or make a new char.
Anyway, if you are really sure you want to be a INT nuker, going Lightning/Cold/Pacheon is the right path (altho i don't recommend it :s)
