 Post subject: Where do you get the Theif Scroll thing?

I went to theif town but I couldn't find it there so I left.
And when you activate it your suposta hide for like 5mins
so you don't get caught with the stollen goods so they won't
beat you up and take them back?

Would I be correct? :?
