so i dunno if this has been posted but what exactly do emergency inspections do?

They fix problems if any arise, such as a major malfunction. An example of this could be people receiving 1,000,000 gold every time you buy a pot from the potions merchant, or something like that. If its a not a major problem, it will be left to be fixed during the weekly inspection.
