For every + you get extra damage/protection/absorbtion
Phys and mag dmg for weapons
Phys and mag protection for armor/garm/prot
Absorbtion for accessories

Example.

Lvl 16 bow has +2. Its equal to a level 18 weapon.

Comparing a level 42 bow, one has around +40% phys attack and the other is a level 42+1 bow with +0% phys attack, they will have a similar phys attack number.

40%~1 level
80%~2 levels.

Hope that helps=)

It means the difference between 0% (basic values which different/higher for SoX items and is higher each degree) and its maximum 100%.
For white items 0% is the same as buying it from NPC.
