Quite honestly, I'm not EXACTLY sure about the relationship between the amount of INT and STR you can have on a certain piece of EQ that corresponds to the degree. I'll say, however, that most 8D weapons / armor / accessories can have a total of 5 INT and 5 STR on them. I THINK that might be 7D as well. 3D can have 3 INT and 3 STR, I believe, at the very max. Not exactly sure. I'm sure someone else here can tell you exactly, so I'll let someone else answer. If no one else knows, just browse around stalls, and find an item that has a blue of 100% for INT or STR, or anything else - say, it's like this:
L32 Armor:
Stats here.
INT 3 (100%)
That would mean that the max you can have on that piece of armor, regardless of if it's an NPC drop or anything else, is 3. The same should apply to the weapons, accessories, and armors of that same Degree.
You have to refine your searches VERY specifically for the SRF Search Button to work. Either that, or most of the information that you're asking can be read up on the Guides that are stickied around the place, in the C&S and GT Section.
In regards to the Fogs and INT... some of them ONLY work with protectors, and some of them ONLY work with Shields, and some of them ONLY work with weapons. The tablet / stone will tell you what it works with, so don't worry about that. Tablets like Fog and Air, I believe, reduce status effect, and as such, those can only go on Accessories, such as rings. Tablets such as Challenge change Critical, and those can only go on weapons. You can put whatever Tablets you want on any piece of EQ, so long as it's allowed. For example, you cannot put a status effect reduce stone / tablet on a weapon. The max you can have is 100%, so once you reach there, you can't change it anymore, except for it to either stay the same, or go down.
