only things i can imagine to why u cant are:

U are trying to wear a Euro item when ur a chinese or vice versa

(doubt it)

U are trying to wear an item of the opposite sex

(doubt it)

or the number one reason is

*Drumroll*

You need to create a job alias first before you can wear your thief suit.

The new job update requires you to join a job league. Once you join the league you can buy the job suit and make a job alias. The job alias appears in place of your character name to make you anonymous. It costs 100,000 to make an alias.

You can tell everyone who you are, but they will only see your alias.

Maybe you should read the friggin title. The OP was quoting what the message said.... or at least he thought he was.. he got it WRONG.
