I heard somewhere that some monsters are more prone to certain elements.

is that true?

i cant really tell cause all of the mobs have abnormal states whenever you hit them with any of the three imbues so i highly doubt that they are ask a SRO veteran he/she has played enough to know

If you mean the imbue's then that's not true. Fire will do the most dmg on every mob, lit the 2nd most dmg and ice the least dmg (difference isnt that big). Fire gives burn/lit gives parry reduce and ice gives freeze/frostbite.
