NPC wont give me my lvl 51 quest?

Well im lvl 51@20%, and the protector lady in hotan will not give me my Ishade Quest? anyone else have a problem with him? i dont think there is any related quest, but she wont give me the quest?

anyone have any idea's?

You either still haven't finished the spider quest or Ugiji (sp?) quest. Just a guess.

i did the ugiji quest, and i never did any other one's. also, there are no active quest's on my quest thing.
