which one is better a a br19 lvl16 shield or a br15~16 lvl24 shield? If i'm level 24

At lower levels I'd say the increased defence from shields > block rate
I'd prefer level 24 shield

Yes. The defense for a level 24 shield is a lot greater than a level 16 shield while a block ratio of 19 and 16(both are really good) you will barely notice.

are u a blader or are u just using the shield for when u've been kd?
blader: go for the lvl24 one for extra defence
only for kd: go for the lvl16 one for better chance of block
