It lowers the opponent's parry ratio, allowing you to do a bit more damage (as per the definition of parry) because you won't hit at the bottom of your damage range as often.
I don't think that was a clear explanation...

Having a high parry ratio means when you get hit, it will help it be closer to the minimum damage.
A low parry ratio will make you get hit closer to your maximum.
Shock reduces your parry ratio, which means you are likely to get hit harder than you normall would.
