when i SP farm what should i LVL up my fire or my weapon?

what lvl are you?
are you int or str?
anyway you should lvl up both fire and weapon

If you want to farm at level 16, get your bow and fire to level 7.

I also have all three imbunes. I use mostly lightning and ice.
