they are called hunter id cards and special id cards, not flags either way.

ID cards are hunter items. You have to be level 20 to wear them. The special ones look a little different and cost a lot more. The regular ones can be bought from a hunter NPC.

You may be thinking of a Golden Dragon Flag when you say "decoration". These, however, give Str 2 and Int 2 increases. I have one on at all times
