Those sses you saw were people that most likely play on Ksro that pk2 edited their clients to change korean characters to english. There's a guide on how to do it on these forums

No one knows when Europe is coming out for Isro but one thing is certain, it won't be here for a long time. Ksro has updates that we don't have so we will need to get those first before Europe comes out (ie lvl 90 cap, triangular conflict update, etc). It's best to anticipate it wont be here for well over a year.

Only time i get that message is when i spam my keys like crazy. Try to slow down on pressing keys and it probably will go away. If it doesn't then you might need to ask someone else for help.
