In another MMO, there were tiny "godly" mini-ogers that you could hit and they would buff you. The game name escapes me. there may be NPC's of sorts that do actually buff you for free. But, in the videos that I have seen, it is the players that are hooking it up just to be cool and use the new skills I think.
