Need water elements, quick!

I need 26 lvl 3 water elements and it is quick! where do i get?
I've tried asking player but 80% are brain dead and do not speak english
Please help!

EDIT: im Stekarn on Aege, if anyone got thoose elements im in Donwhang at this moment
