Well you have about 3 options:
- make a new char and farm at lvl 16, getting to 24 shouldnt be that hard so wouldn´t be a big loss
- farm again when you´re around lvl 40, some people farm a bit before their 20.. and then farm again at black bandit camp.
- don´t farm at all till you´re 60+, leaving skills at 60 while you are at the cap. It will be harder to get to 60, but when you get there you can: make good money, get reasonable/good sp and job when you´re bored. This is what I´m currently doing

I think he might as well delevel to 16, although it might take some time, but the extra stats will aid him.

I'm level 21 and currently fighting chakji's/tigers. I kinda left out on the sp farming too, cause I didnt read about it until I was level 20. But my highest skill is 18 so I have a 3 level gap for my sp farming. Chakjis are working well right now. Whatever you do though.. I wouldn't recommend delveling to 16.. or starting a new character. Your character isn't screwed up at all if you failed to SP farm from level 1. You can start any time you want. Just leave out on putting more points into your highest skill mastery until you have about a gap of 4 or 5 from your skill mastery to you level, and just kill things that spawn really fast. Like chakjis and tigers.

Keep farming. Either just keep a 9 gap for a bunch of lvls or get masteries up to 7/8 and farm lvl 16/17 depending on your preference. Personally I prefer to farm at 17 since you get around 6.77% less sxp per kill but you need around 25% more exp to lvl. This means you need to delvl a lot less. In the long run you'll be earning sp faster. However, this is considering you take 25-30 mins to delvl. If you have a rezzer it's probably a different story.
