I'll break up my Question nukes by spell and/or series.
Flame-wave Arrow: This would be the first book of the Fire Nukes. I'm pretty sure I'll be maxing the others, but I'm not sure about this one. Some say Just use level 1 and open up the other skills, while I've heard that maxing it is useful as it's the fastest casting of any Nukes if I'm not mistaken, but ya, what level would you guys raise this book to?
Frost Nova Series: My original plan was to max the first book and take level 1 of the second book, giving me a single target freezing skill that penetrates in front, and just a general front area freezing/slowing skill. But just thought I'd see what experienced Ice users have to say on the subject.
Snow Storm Series: A nuke's a nuke. Even though it's damage is the lowest, I decided I'd raise both books as high as possible for the level of mastery I had in mind, but it never hurts to get an opinion~
And this second question about effects, somewhat ties into the skills listed above. In the charts for skills, they give numers for the Freezing/Frostbite effects as well as Burn effect. Could someone explain to me exactly how these numers work for effects, or should I just know that higher numers mean longer lasting effects and leave it at that?

don't take cold nukes , they aren't useful
however i got same problem with fire nuke book 1. it has fastest casting speed from nukes ,and there is chance to launch 2 nukes before full str reach you .
however i will max 2nd book of fire and lighting nukes (300%)

IMO, second book snowstorm and frost nova woods are the only 2 worth getting. So just leave wind at 1, get woods. Either way, not very good PvP 'cause of no damage and people with ice resist =/
Second book snowstorm good for mobs though. It is the biggest AOE, I think? So you might get aggro mob problems, but then nova woods should save you.
As for the first fire nuke, I suppose it's nice if you don't have lightning, since you need a relatively cheap fast-casting nuke for trading, which is usually a thunderbolt - since you don't have it, first fire nuke is okay. I don't really think you need to max it though.
However, you have to take into consideration that most nukers are fire/lightning, which means they can use lightning nuke as main from 30-whenever they decide to get second fire nuke. So... yeah.

I'm using Fire/Lightning/Ice Fire & Lightning will be my primaries and Ice is sort of a sub. Also, I'm PvE oriented so I don't really care if I'm bad at PvP.
Thanks for the input you two, any additional comments will be greatly appreciated~

Oh, in that case, unless you have a LOT of extra SP, don't bother getting ice nukes - frost nova woods covers your AOE freezing, which you only need when they're close anyways. Just cycle between the 2nd/3rd fire nukes and the 2nd lit nuke.
First ice nuke is no good, second is only good 'cause of AOE freezing... =/ the damage is okay, but nowhere near fire/lit nuke.

But Woods is a PBAOE correct? Wouldn't it be better to get level 1 of the Ice Nuke and go for the second book then for it's AOE freeze and damage?

1) im leaving it at lvl one for now. then im gonna lvl it up (probably max it) when i have the sp at higher levels.
2)imo, levellling this is a waste. keep it at lvl 1.
3)same thing. leveling is a waste, imo. but i just got lvl 1 of book 1 so i can have book 2 (which i'll only get lvl 1 of) (i just wanna fool around with it lol)

if you want good nuker the most needed skill is nuke from lihgting (since you use lighting for magic attack buff and grasswalk // phantom).
fire nukes are better than cold (more damage) and 3rd book is aoe. also fire imbue has biggest damage.
the only 1 problem is which fire book should be maxed : 1st or 2nd
the 1st one is 250% but its fastest nuke in the game , allow you to shoot book 1 fire nuke and book 2 lighting before someone reach you.
however it ends at lvl 64
book 2 fire has 300% damage, but its being casted longer.
at this moment i'm thinking about maxing 2 fire ,2 light. but i will read more about book1/2 fire compare before choosing
