I would say Fire.. Mainly because a Str Fire Glaiver would do insane dmg.. While the Ice Glaiver can slow down the Fire Glaiver, the Fire Glaiver just need to score a critical..
Then again, the Ice Glaiver can freeze the Fire Glaiver, so within that time, the Ice Glaiver can do massive dmg on the Fire Glaiver. So I think it's a draw..
Overall it all depends on how each player plays the character, what equipments etc etc..
The point of Any Ice attack is to keep them frostbitten or frozen for as long as possible. Spears attack REALLY SLOW, so they will autopill really fast and it wont make a difference. It is also weaker whereas fire has both physical damage increase (skill) and a stronger imbue.

Ice
A glavie is not slow to a point where frostbite is useless. Just use the chain series with a cold imbue. But the only drawback to it is because for a big move like soul spear/ ghost petal, either thier preparation period is too long or the ending is too loing, therefore voiding the effects of freeze/frostbite anyway.
Fire
Pretty much the same as ice glavie. But as you pulling off a big move, when you're frozen in mid-attack, ur bascially screwed for the rest of the fight.
Any PvP at a high level will use pills rendering the effects of the ice useless. Then it will be ice vs fire no effects, fire out damages ice by a long shot, fire wins ice drops to the gound. So for any major PvP fire wins.
For mob killing having ice support is great. I use fire inbue but when i get 5+ mob agroed i bust out the jump frezze and a fire ghost spear petal to knock a couple off. Saved my life multiple times.
One other thing, just look at the dmg for the last page of the last book of each imbue for their dmgs.
Fire: 351-584(100%)
Cold: 286-429(100%)
But for PvP fire is the way to go!
