关于外挂停权的处理办法如下：
用户第一次因使用外挂或非法程序被停权，10天后自然解封；用户可使用 600点“世模一卡通”点数进行提前解封；
用户第二次因使用外挂或非法程序被停权，10天后自然解封；用户可使用1200点“世模一卡通”点数进行提前解封；
用户第三次或三次以上因使用外挂或非法程序被停权，每次均将被停权15天；不能提前解封。世模科技提醒用户，珍惜账号，不要使用外挂及非法程序，营造一个绿色健康的游戏环境。

Notice that all of these char names are written in alphabets and numbers. Just hope GM wont confuse us with botters
Another thing noticeable is that botters are not blocked permanently. 1st time penalty= block for 10 days, 2nd time penalty:10days, 3rd time penalty: 15 days. And it is possible to unblock ur account by buying the official sro card (?) "世模一卡通" (only apply for the first two times penalties)

I think the rationale behind is that the gamer population in cSRO is already so small that they couldnt risk losing any of them.
In other words, the chance that they ban oversea IP is fairly low
