Settlements periodically transmitting (progressively worsening) status updates while under attack over walky talky.
Walky Talky messages bypass the pipboy radio audio (preferably lowering the pipboy volume temporarily) so you will always hear them, regardless of tuned station. (If fo3 had talking armor, this should be totally possible too...)
Possibly have something like requiring an antenna and ham radio in order for settlements to do this? (Not sure if this will actually be fun / Doesn't beat the purpose...?)
Maybe include some funny messages when you send companions/specific NPC's to settlements...

Like the Diamond City Auto Close Gate (http://www.nexusmods.com/fallout4/mods/12928/?) mod, but based on proximity, instead of interaction. It's definitely possible, since that's how it went in with megaton in fallout 3.
