I read a Dutch article about this vid. The purpose of that girl kissing the female agents is to make the agents loosten up. Female Russian agents are apparently known to be very stiff and strict. The people who made this video claim to be artists. They wanted to support the female agents in an original way.

Imo it's just fail. She's just lucky she hasn't been arrested and forced to loosten up the male agents if you know what i mean.
