Does that mean you take the attack ration and multiply it by 200%?
no its the cool down time aka how long it takes before you can reuse

It means that it does 2 times the damage, but takes 2 times as long to use.
It has nothing to do with cooldown time. All imbue books only have 100%.

well it can't be cooldown since both nuke are at 250% and fire recharge faster than light nuke
and it cannot be activation time since SSS is 175% and GSM 280%
I would say it's damage, something like 200% of your mag atk

That's exactly what it means:
Strong bow (350%)
Anti-devil bk2. (200%)
Anti-devil is executed slower, but also has less damage. Strong bow has a large pre-shot delay and hits stronger then anti-devil.
Brought, for example, at level 31, Strong bow will hit around 1.5 times stronger then anti-devil.
The segnificance can also be the following
200% / 100 = 2 seconds (Anti devil skill attack delay)
350% / 100 = 3, 5 seconds (Strong bow attack delay)

This is correct. It is also exactly what I said, just in a bit more detail.
Your imbue theory is wrong.
The percentage shows how fast an attack happens, and the attacks damage is multiplied by the percent.
Thus, imbue is 100%, so that means it is the attack you are using X 100%, which means that it isn't any stronger, and isn't any weaker. But then you add on the imbue damage.
What this means is that if the imbue had a 150%, then it would be 1.5 times stronger, but then all of your attacks would take 1.5 times longer to execute.
