You really only need to max out Heuksal and fire to 80. How you distribute the other 140 mastery points is entire up to you. Most combinations work and are equally valid choices. Some would go and max out light to 80 while keeping ice 60. Others max out ice to 80 while keeping lightning at 60. To come to a better decision, plan ahead for 90 cap, and think which mastery you could do without.

Ice is probably the most likely mastery to be dropped by a pure str heuksal charachter, seeing as how they have a naturally high phy defense, hp, that extra defense from ice (though nice to have) isnt always worth to max out. Snow shield on the other hand is a very broken skill. For the miniscule investment of 20 mastery points and sp that costs next to nothing, you get an absolute damage reduction of 20% (incredible when you think about other similar skills). Having said that, the benefits for a pure str heuksal char on maxing out lightning is very marginal. The loss of speed can be replaced with the use of speed potions, the marginal loss of parry buffs isnt that great considering the larger gain from excellent alchemize equips (or even a dodge/trigger scroll would give you even better bonuses).

Summary, it depends entirely on your preference, and ultimately the choices are equally valid.
