I'm currently lvl 23 pure STR and I am centered around PvE, but I also like to do a bit of PvP, should I switch to garment? or stay with armor or since money isnt really a problem keep a recent set of both, and use according to situation?

Im not expert on the subject but i'll take a crack at it.
In PvP alot of people use magic attacks so garments would give you the best defence against that but in PvM there arent many monsters use magic so armor would be better, the first monsters you meet that uses magic attacks are the Earth taoist and Magicians but thier lvl 30 so that awhile away.
Seeing as your a pure str if you wear garment your mp consumption rate is decreased which means you get more mp back faster which would be very usefull, but remember garments dont have high physical defence so the best idea if you want to wear garment is to keep putting points into str so your physical defence is higher.
Hope that explains everything
You could always go with protector which has a fair amount of physical and magic defence.

PvP at 23... Lol. You should PvP 30+ so you can own but still be owned a bit
Pure Int --> Armor (until a certain lvl (i forgot tho lol)) because of low hp
Pure Str --> Garment, they have high hp, so it works up for the phy def being low, gives them the mana bonus, and i think there was somefin else i can't remember. lol

I do it just as a break from grinding cause I cant job yet.

Armour- Best Phy def coverage, worst Mag def, good against pure str and PvE(most mobs). 0% Mag Reduce, and 0% Speed Increase
Protector- Good Phy dmg and and Mag dmg coverage, good against both pvp and pve, but no the best. 10% Mag Reduce, and 10% Speed Bonus
Garment- Worse Phy. def coverage, best Mag def, good against nukers, not so great for PvE. 20% Mag Reduce, and 20% Speed Increase.

i like how the phys def difference from armor and garm isnt equivalent to the mag def difference.

Garment can be useful in pve too.
Allows you to run significantly faster, so you can chain mobs quicker.
Decrease mp consumption so that you can grind longer without going back to town.

hmm Kamoflage the firs magic damage mob you get is a tomb stone , followed by Yaoha ( turtle things ) than there is some ghostbuggs that have a spit attack , .. thats also mag damage , and than we get gunpowders , and than we get taoists
