seal of star?

I was wondering, if you get a seal of star item, is it possible to take that seal of star and put it onto a different item? possibly one of a higher degree?

for 2 weeks when i first started i didnt know there was a scroll arrow for more skills, lol
the Q&A section is for people who dont really know to get someone to answer thier question, just because its dumb for you, dont have to go off on the asker
