Why won't he hand it over? I've already failed about 15 times. Has anybody whose already done this quest got any tips? Thanks if you have.

Just keep on giving him liquor until he asks for more, then ask for the book.

Sometimes you can't give him more cus he's drunk enough. Sometimes he doesn't say anything, it just says 0.
