Depends. Blue can mean a lot of things like steady, astral, immortal, lucky, +str/int. At lower levels alchemy stats don't really matter because it's a waste to improve gear you will use for 2 hours. If you have +int/str, it's really up to you but i suggest you get the higher lvl gear unless you really want the bonuses (if in your case blue = stat bonus). If it's not a stat bonus, you should definatelly get the higher lvl gear.

my favorite stats are str3(+100%) and int3(+100%) lucky 6time/times and astral at least 2time/times.
Str and Int are far more important for the 1st through the 4th degree equips. Though 4th degree equips are worth improving through alchemy, because you can sell them at a fair price.
But after 4th degree, alchemy becomes almost more important, because alchemy can help you create many wonderful bonuses.

As for your question about lvl 13 blue switching to lvl 16 regular. It depends on what blue the 13 is. If it is 100% str or 100% int, keep that. If not, bump up to the higher defence. Personally...if it's not a SoS or a +3, I don't even look at the 4 alchemy blues (lucky, steady, etc.). Useless IMO.
Weigh the +str/int against the added defence of the higher level. Is x phys defence points worth losing xx HP?

Blue IS IMPORTANT
Ignore that shit about only lucky, astral and int/str being important blue stats.
Weapon
Attack rating increase
Block rating increase
ShieldCritical increase
Armour
Parry increase

SOS items are just rare... nothing's special.. it's like collectible
blue items are boost stats.. lil' extra something.

I was under the impression that SOX items were like having a +X item as in: SOS = +5, SOM=+10, and SOSun=+15 or something similar. If that's the case, it's more than just a collectible.
When I was lvl 15, I got a lvl 16 SOS blade drop from a bandit. Once I used that blade, I found I had a much easier time killing monsters. I used that blade all the way up to lvl 20 or so when I was fighting chakjis before I sold it for 1 million.

Another thing I forgot to add in my previous post... since we're talking about blue items, does it mean anything if the name of your equipment itself is blue? I have/had some items that instead of having a white title (e.g., Spiritual Sharp Sword) that name was blue. Does that mean anything for the weapon?

when the name is blue it means it has some extra stats on it, look down at the bottom and you will see.............
yes sos is +5 som is +10 and sosun is +15 then you can also put pluses and add blue to them, so they are ultra strong.
my secondary char is lvl 23 and uses an sos+2 lvl 16 blade and full sos/som set of garment, and she can walk right up to monsters at least 5 levels higher than her and not worry about dying, unless there are more than 2 or 3 attackin.

I'm pretty sure I've had an item or two with a blue name and no blue stats below. It's possible those items had, say, a mag defense increase. In that case, that increase wouldn't be blue since it's not anything like a str increase or lucky x times.

I'm not saying I don't believe you. I do. I just thought I remembered having items like that before.

nope, hehe, when an item is blue it means it has something added on it, if the item is just stronger than the npc item, it will have a +% next to the def/attack...
anyway, yup, there are no blue items without something blue on the bottom of them, maybe steady, lucky, int, str, hp, mp, dura, etc etc etc, but if the item is blue, it has at least one thing extra on it.
