Some items have special bonuses for alchemy. Most bonuses have charges. Each time you mix the weapon, it will use one of these charges. If it was Steady 3 times before the mix, it will be Steady 2 times after mixing.

* Steady: If the enhancement fails, it has better chances not to lose the previous enhancements.
* Luck: Same as the lucky powder. Adds a little more luck on an item and improves your chance of success.
* Imortality: Increases the chances your weapon won't break.

The cap will eventually be raised to 90, soon to be raised to 80, atm it's 70

Well, one needs to keep mastery level near the character level in order to gain a decent amount of experience to level up. Also, every increased mastery level adds 1% of damage in that skill tree. So if you have level 68 mastery instead of level 90, you are missing out on 22% of damage.

that is because mastery is a % more dmg. So at lvl 90 it would be 90% more dmg. So if you would have mastery at lvl 70 it would be 70% more. And that works only for the skills under that mastery.
