Yeh, just a suggestion and waiting for mod/admin or majority accepts it.

Generally you create this kind of thread by starting it. If the community accepts it, they will post in it. If a mod/admin accepts it, they will sticky it. If not... then nobody will remember it in a week. You're safe either way.
