The official statement is that it DOES have an effect. Albeit, I will agree that it's not quite clear and may even agree that it is probably not much of an effect. But the official statement is that you have more "power" as you get more levels. Thus, if you are level 2 trader, you would be able to kill things a wee bit easier than a level 1 trader, and hunter and thief.
Again, that is the "official" word... it does remain to be proven.
