Item prices are determined by three things:
1. Demand for that item
2. Supply of that item
3. The total amount of gold, and distribution on that server
if 1 > 2, then the item will have a higher price
if 2 > 1, then the item will be cheap
3 is dependent on a number of things, generally the older and more active the server, the more gold there is so item prices will be higher. New servers, will tend to have cheaper items.
The price list posted by cin is a guide, so use it as a guide only (its still relevant). It is perfectly fine to buy or sell items cheaper or higher (repectively) than what is generally acceptable, as long as someone is willing to pay the gold, or how soon the trade needs to be completed by whichever party.
